The risk of disasters is becoming a global problem to mankind. It is particularly due
to the increased interaction of hydrometeorological, geological and other natural science phenomena with spatial,
sociological, economic and environmental vulnerabilities. Thus, in planning protection against natural and other
disasters, special emphasis is placed on interministerial coordination and the integration of science and achievements
in capability development into disaster reduction and disaster preparedness, as well as into procedures for efficient
disaster response. The focus is on knowledge, technology and the transfer of experience in all working areas with
the aim of reducing disasters in accordance with cost analyses of implementing individual measures. Good practice
of Slovenian and foreign researchers is taken into consideration, together with sustainable development of the
Republic of Slovenia, National Security Strategy of the Republic of Slovenia and the United Nations recommendations
from the World Conference on Disaster Reduction, Kobe, 2005.
The RS Administration for Civil Protection and Disaster Relief proposes research and
development projects related to its working area, participates in decision-making about research and development
projects related to other areas of action, and gives opinions on research and development projects relevant to the
protection against natural and other disasters of other target research programmes. Through integration into targeted
network research it achieves interoperability, coordination, research and development of hazards in different areas.
This contributes to the formation and implementation of strategic objectives determined by the Development Plan
Documents within individual sectors.
In order to achieve this goal, the RS Administration for Civil Protection and Disaster
Relief drafts tender proposals for research and development projects financed through the target research programme
"Science for Peace and Security 2002-2010", tender proposals for individual applicable research and case studies
within the main tasks of the RS Administration for Civil Protection and Disaster Relief, and tender proposals for
projects financed through the Fire Fund.
It pays great attention to achievement comparability in the area of development and research
within the EU and NATO, and to harmonious joint tasks development with the Slovenian Armed Forces.
It thus wishes to monitor the situation in all areas, achieve better familiarity with
innovations, ensure transfer of foreign innovations to Slovenia, ensure development of new methods and models, and
acquire reference documents for good and quality work. It also wishes to support the work of research institutions
and encourage their technical cooperation.
The relationship between nature and society is changing, bringing about changes in natural,
technical and technological disasters. Thus, the attitude to risk and disasters has to be based on continued research,
recognition and consideration of these interactions. The adaptation of protection against natural and other disasters
to risks and threats has to continue and ensure a coordinated response.
The RS Administration uses results of research projects, practical projects and case studies
in its work, organisation and planning of protection, rescue and relief. Project results are used in work processes,
preparation of regulations and revisions of threat assessments. Strong emphasis is placed on the development of fire
service and fire protection.
